Washington's trading ledger and Washington's policy calendar keep landing on the same tickers — IT services and automakers facing executive actions, crypto exchanges facing two regulators — while a single September day produced more than half a billion dollars in insider selling across the tech complex.

• The sharpest convergence sits in IT services and autos: four members traded $CTSH, two traded $EPAM and one traded $INFY as those names drew Executive Action signals, while $F, $GM (three members each) and $STLA (two) did the same. Separately, $COIN was traded by four members against signals from both the CFTC and the SEC, and $DELL by three amid a Federal Contract signal plus insider trades.
• Insiders were the sellers of record on 2026-09-24: Wood River Capital unloaded roughly $174.3M of $ASPN, Gwynne Shotwell and nine others about $105.1M of $SPCX, and $CRWV executives including CEO Michael Intrator and CFO Nitin Agrawal about $62.0M across 24 sales. Robinhood CEO Vlad Tenev accounted for ~$60.0M of $HOOD, with Pure Storage's John Colgrove (~$44.9M of $P), Tempus's Eric Lefkofsky (~$36.5M of $TEM), Workday's David Duffield (~$36.0M) and Snowflake's Benoit Dageville (~$33.9M) close behind.
• Megacap tech remains the congressional consensus trade, and much of it carries committee-sector overlap: $MSFT drew 23 members (55 buys, 40 sells) with 11 overlaps, $AAPL 24 members (30b/25s) with nine, $GOOGL 14 members with eight, and $NVDA 18 members with three. $ABT and $META each logged four overlaps.
• Two outsized individual filings: Nancy Pelosi disclosed a sale of $AAPL valued at $5M–$25M, and Rep. Chip Roy disclosed a purchase of $AESI in the same $5M–$25M band — an Permian sand producer, a rather different animal from the index-tech everyone else is trading.
